UPDATE: UK FCA opens crypto gateway as new framework details emerge

The FCA has opened its authorization gateway for crypto firms, detailing regulated activities, market abuse rules, and a 1% capital fund requirement for stablecoins.
As previously reported, the UK Financial Conduct Authority planned to open applications under the Financial Services and Markets Act 2000 Cryptoassets Regulations 2026. The FCA application gateway has now officially opened on September 30, 2026, and will accept submissions through February 28, 2027, ahead of the regulatory regime taking effect on October 25, 2027.
The regulatory framework specifies oversight across activities such as operating cryptoasset trading platforms, issuing qualifying stablecoins, dealing, safeguarding assets, and arranging staking. According to bclplaw.com, existing registrations under the Money Laundering Regulations or licenses as e-money institutions will not automatically convert into authorizations. Additionally, the rules introduce market abuse standards and enforce a 1% capital fund requirement for stablecoin issuers.
David Geale, executive director at the FCA, stated that the regulator is establishing a framework that firms, consumers, and international partners can trust. Regulated entities must secure formal authorization or relevant permissions before the October 2027 enforcement date to avoid violating general statutory prohibitions.
