Ethereum wants finality in four minutes instead of sixteen🚀

Ok ethereum researchers filed a draft on 21 october to cut finality from about 16 minutes to about 4. not live, no activation date, timing and penalties still unresolved.
The mechanism is the fun part: split validators' block vote from their finality vote so finality can run on its own clock.
If it works, bridge and payment services stop parking money in limbo for a quarter of an hour. four minutes is still slow next to solana's 150ms, but that is a different tradeoff.
Could be early, might be wrong, still the first eth upgrade in a while i actually want to read.
