Scroll announced plans to shift its public Layer 2 to a permissioned AI network and migrate SCR and USX to Ethereum mainnet by Q2 2027, pending governance approval.

Ethereum Layer 2 network Scroll announced plans on October 30, 2026, to transition its public chain into a permissioned, application-specific network focused on private artificial intelligence interactions. The proposed overhaul includes migrating its native SCR and USX tokens to the Ethereum mainnet, according to KuCoin. The project indicated that a detailed proposal and formal governance review will precede any changes, with the broader transition targeted for Q2 2027.

Under the planned architecture, the open participation model will be replaced with restricted node operators to facilitate private AI payments and verifiable rules. Scroll stated that users do not need to move their holdings immediately, as migration frameworks for assets and DeFi positions are currently being prepared. Official-bridge withdrawals to Ethereum are limited to ETH, USDC, USDT, SCR, and USX, while users must independently close or manage other protocol positions before the shift.

KuCoin reported that Scroll held $7.36 million locked in DeFi protocols alongside $42.44 million in bridged total value locked as of October 30, 2026. Scroll plans to deploy an Ethereum contract for SCR without altering its total supply or overall tokenomics, allowing it to retain governance utility while serving as staked collateral for model verifiers. The team noted that asset-specific instructions and migration timelines will be published ahead of the transition.
