A French National Assembly committee amendment would mandate reporting self-custodied crypto worth €100,000 or more at year-end, carrying fines of up to €10,000.

A French National Assembly committee amendment proposes requiring crypto investors to declare self-custodied holdings worth €100,000 ($112,000) or more at year-end, Decrypt reported. Individuals who fail to disclose these wallets would face fines of up to €10,000 under the proposal.

The measure has sparked pushback from crypto industry figures who argue that compelling the state to gather self-custody data creates security vulnerabilities. Opponents cited potential kidnapping risks, noting incidents such as the 2025 abduction of Ledger co-founder David Balland.

The proposal is not yet law. The National Assembly is scheduled to vote on the budget's full revenue section on October 20, 2026, before the legislation advances to the Senate.
